PRELIMINARY DRAFT PROGRAMME

Please note that the details of the programme may be changed depending on availability and input from petitioners, authorities, participants and EU staff in Greece.

Objective:

The Committee on petitions has received several petitions (see list attached) from Greek citizens on non-compliance by the Greek authorities with EU waste disposal criteria and procedures in connection with the projected landfill site near Megalopoli in the Peloponnese region. This mission will usefully enable the Committee to follow-up and verify issues on which the Parliament has deliberated on the basis of the report by Mr Carlos Iturgaiz, on behalf of the Petitions Committee, on the application of the Waste Management Directive.

Some of the petitioners have already attended meetings of our committee and have had the occasion to present their views to the Members. They regard the establishment of these waste sites as an infringement to the provisions of Council Decision 2003/33/EC establishing criteria and procedures for the acceptance of waste and landfills pursuant to Article 16 and Annex II to Directive 1999/31/EC.

The petitioners are concerned that landfills (in several areas such as near Megalopoli, Grammatiko and on Corfu) are moreover hazardous to the health of the local population, that they pollute the surrounding waters and damage the environment.

Η Επιτροπή Αναφορών έχει λάβει πολλές αναφορές (βλ. συνημμένο κατάλογο) από Έλληνες πολίτες σχετικά με τη μη συμμόρφωση των ελληνικών αρχών με τα κριτήρια της ΕΕ
διαδικασίες διάθεσης αποβλήτων και σε σχέση με την προβλεπόμενη χώρου υγειονομικής ταφής αποβλήτων κοντά στη Μεγαλόπολη της Πελοποννήσου. Η αποστολή αυτή θα επιτρέψει επωφελώς την Επιτροπή να παρακολουθεί και να ελέγχει θέματα για τα οποία το Κοινοβούλιο έχει κρίνει, με βάση την έκθεση του κ. Carlos Iturgaiz, εξ ονόματος της Επιτροπής Αναφορών, σχετικά με την εφαρμογή της οδηγίας για τη διαχείριση των αποβλήτων.
Μερικοί από τους αναφέροντες έχουν ήδη παρακολουθήσει συνεδριάσεις της επιτροπής μας και είχαν την ευκαιρία να παρουσιάσουν τις απόψεις τους στα μέλη. Θεωρούν τη δημιουργία αυτών των χώρων αποβλήτων ως παράβαση των διατάξεων της απόφασης του Συμβουλίου 2003/33/ΕΚ για τη θέσπιση κριτηρίων και διαδικασιών αποδοχής των αποβλήτων στους χώρους υγειονομικής ταφής σύμφωνα με το άρθρο 16 και το παράρτημα ΙΙ της οδηγίας 1999/31/ΕΚ.

Οι αναφέροντες ανησυχούν ότι τους χώρους υγειονομικής ταφής (σε διάφορους τομείς, όπως κοντά στη Μεγαλόπολη, Γραμματικό και στην Κέρκυρα), επιπλέον, είναι επικίνδυνα για την υγεία του τοπικού πληθυσμού, ώστε να μολύνουν τα γύρω νερά και να βλάψουν το περιβάλλον.
